Many X870e boards now support PCIe lane sharing with the x16 slot during multiple M.2 installations. For an Aorus Pro Ice, the manual mentions that the x16 slot operates at x8 when drives are placed in the second and third positions. Those slots indicate PCIe Gen 5 compatibility, so it seems the slot will function as Gen 5 x8 given the GPU is also Gen 5. Regarding PCIe Gen 4 x8, it appears to be more relevant for older cards like the RTX 4080 and above, not for Gen 5 devices.

It will be limited to x8 performance regardless of whether it's gen 5 or gen 4. The motherboard appears to lack a PLX chip that could increase lane availability by doubling gen 4 lanes compared to gen 5. The impact on speed will be minimal, so no need to worry.

PLX chips aren't part of mainstream consumer motherboards anymore, and it's unlikely they're present in modern server setups either.

I’d really like a 4060ti with an iX Motherboard, but that means losing 8 PCIe lanes.

The ASUS GeForce RTX 4060 Ti Dual features four lanes, losing just four.

They don't provide the same option for the 4060ti with 16GB, since that extra VRAM is crucial for AI tasks. While the price-value balance isn't ideal, it offers more VRAM than the 5070ti, which would only fit a smaller model like DeepSeek-R1-14B. It's odd how NVIDIA forces us to pick between speed and capacity, or go slow with big models.
