It seems like the drive might be damaged or the installation file is corrupted. I recommend performing a reboot scan, fixing it if necessary, then using the media creation tool to generate a new bootable USB drive and reinstalling. To start the reboot scan, open My PC, right-click your drive, and select Properties. Navigate to Tools and click the Check button under Error Checking.
