It's unfair to hold a rockstar accountable for seeking fairness online. If you wish to alter the game, obtain the crack, create a duplicate folder, and modify your cracked version, stick to legitimate means for online play. It's disappointing that the artist couldn't balance the digital and physical aspects of the game.

They might have managed to split them apart. Just limit running mod/cheat detection when the online part is active and skip it otherwise. In the end, Rockstar seems strongly against modding, even though it appears fairly straightforward in the game. There are many other online titles that support modifications... some even offer workshop assistance. Rockstar could follow suit and adopt VAC if they truly wished, but they don’t. Likely just too set in their ways.

I only uploaded a saved file and received two bans. That’s level 34, by the way. They seem to ban without cause.

They aren't against modding in general, just against doing it online, which is completely understandable. If they had allowed mods online, the game would have been a disaster. The fact that it's so simple to modify suggests they enjoy letting you play offline instead. If you're foolish enough to try mods online, you might just get banned.

The terms and conditions clearly explain that mods aren't allowed. They warn users they simply didn't read or pay attention to it.

Their (the readers who didn<|pad|>) suffered a loss. Even without reading it, I recall seeing reports about Rockstar not permitting mods.

R* had clearly stated that modding wasn't allowed in the online version. They couldn't manage everyone and relied on checks to see if mods gave unfair benefits. Once bans started, there was significant backlash, and they emphasized that players should accept the rules.
