Usually, Corsair Vengeance sticks don't work well with Zen/Zen+/Zen2 IMCs, and filling all slots with 4 DIMMs puts a lot of strain on the IMC in the CPU. The 2700X can support DDR4-2933, so 3200 XMP is seen as an overclock and isn't assured. As @JenjerBread noted, BIOS updates might boost memory stability and could be the key to reaching 3200.
