My b450-f has onboard RGB, and when I shut my pc off, the RGB stays on. I have the option in bios to change it so that onboard leds will shutoff when pc is shutoff or in hibernate, and when I set that setting to enabled, exit bios with saving, then turn my pc off, it works. When I turn my pc back on, then turn it back off, the setting resets back to disabled. Any fixes? Already tried removing/replacing CMOS

Test the GPU in the second 16x PCIe slot. Use another display output port if possible. Look online for a recent BIOS update for your GPU model. Manufacturers often release updates to improve compatibility with older hardware.
