Yea that is the thing. An example of what I said, when Windows 10 detects that you have 4GB of RAM, you know all "svchost.exe" on the Task Manager. These are services. If you have 4GB of RAM or more, you have what you see now. If you have less, Windows 10 will regroup services together as it did in previous version of Windows to reduce RAM usage. So if you can get a system with at least 2GB of RAM, I don't think you'll have an easier time making Windows 10 consume less memory.
