I attempted to set up your hard drive in Windows XP, but the system reported an error: "Unable to lock my device. Make sure you don’t have open files on this device." When I tried opening Safe Mode for formatting, it still didn’t work. I turned off the firewall temporarily and asked for assistance from some online resources.

No, I'm just clarifying. Do you mean you're attempting to organize the storage device used by your operating system? Which specific drive are you aiming to prepare for formatting?

You're unsure if your OS is installed on the hard drive, even though you've labeled it as C and D. To confirm, try booting from a recovery USB or checking system info. If unsure, consider using specialized tools like DiskPart or GParted to verify the installation. For securely erasing data, use software such as DBAN or Eraser. If you're certain about the files, proceed with caution.

Before you can format a hard disk, you need to set up partitions on it. Once partitioned, each section can be formatted individually. (Volume and partition are often used the same way.) You may choose to organize the hard disk into one single volume or multiple volumes, with each getting its own drive letter. For details, refer to the guide on creating and formatting a hard disk partition.
