There seems to be no official way to start your PC using a smartphone without root access. Since you don’t have a bootable drive and can’t borrow another laptop, you might try using Anyboot as a workaround, even though it isn’t listed in the Playstore. Despite Android devices being capable of connecting to computers for browsing, I wouldn't develop an operating system for it because it could risk damaging data if it attempted to format it. I also question whether the phone would support writing any kind of MBR or allowing partition modifications, which are typically needed for live systems. Regarding your setup, what distribution are you using? Are you encountering a message like "grub rescue>" or something similar? It seems like you might have corrupted your installation.
