It’s possible Linus installs Windows 10 repeatedly on each build because the installation process can be adjusted to copy the OS to different media. Licensing each build separately isn’t standard practice. In one of his videos, Linus mentioned using a USB drive to duplicate Windows for testing purposes, allowing him to verify the build without affecting the original system.

volume licensing decisions, including whether Microsoft provides keys without charge, apply to USB or live DVD installation during early testing. A pre-installation environment is being utilized.
