I suggest PFSense or Unifi. DD-WRT, OpenWRT, and Tomato offer different levels of support for captive portals.

Sadly, Ubiquiti items tend to be scarce or costly in my area. Right now, I'm using a TP-Link router to set up guest Wi-Fi.
