Constructed a computer with functioning BIOS. Restarted it using f11 and booted from USB. Previously installed this OS on my laptop multiple times and am familiar with its appearance. The image doesn’t contain any clear, readable text.

Looks like some sort of graphical glitch. Is this the first time you've booted that PC into an OS?

Ensure your GPU is correctly installed in the PCIe slot and verify all power connectors are secure. Also, confirm the display cables (HDMI or DisplayPort) are fully inserted into both the monitor and the GPU, then reinsert them firmly.

Check for a required kernel upgrade. Which graphics card is installed on this system?

Do you arrive at the SDDM login prior to the event? If yes, check if it's configured for Xorg during the session. Or are you trapped in the live USB? If so, can you launch a terminal on tty3 or another device when it occurs? Ctrl+alt+F3
