My I7 10700k is hitting power limits and it's not clear why. When under load it drops to 0.8 GHz, but the BIOS settings are still default except for XMP settings. I'm confused about why this happens and how to fix it.

Check the BIOS settings and adjust the turbo power limits manually.

Check your Windows power plan and verify that the Maximum Processor State is at 100%.
