I increased the clock speed to 4.5 GHz on my i7 6700K with an MSI Z270 board using Click BIOS 5, running at 1.210V. When switching to adaptive mode, it doesn’t seem to limit the idle frequency to that level.

No, adaptive will adjust your voltage based on the specific use case. I usually don't run it because it can increase voltage beyond what's necessary.
To make your clock speed adaptable to application needs, switch Windows Power mode to Balanced. Navigate to Settings, System, Power and Sleep, Additional Power Settings, and select Balanced.
