I’ve reviewed the guide you shared and followed the steps on your internal network successfully. However, it isn’t reaching outside your local area or the router’s forwarded ports. You’ve also tried alternative ports and internal forwarding, but the connection remains blocked. Possible causes could include misconfigured firewall rules, incorrect IP settings, or issues with port forwarding permissions. Double-check your router’s settings and ensure the VPN server is correctly bound to the right network interface.

Consider using nmap for this task... https://nmap.online/ to verify open ports or detect restrictions from your ISP. Avoid PPTP VPNs; Wireguard and OpenVPN offer better security than PPTP and L2TP. See the guide here... https://shebangthedolphins.net/vpn_openv...erver.html

Port 1723 appears to be active. It’s understandable it seems risky, especially since it was used mainly for testing. Interestingly, it doesn’t seem to function properly, though OpenVPN previously succeeded on Linux.
