The situation with Steam servers is confusing. It often downloads briefly before stopping, and it seems to require restarting the app to function properly. Internet speed appears normal, but performance is inconsistent. It seems like the best approach is to restart Steam repeatedly until something works.
An interesting thing I found was that if you download from steam to a HDD the download may stop to write data to the disk. I don't know if this is what you are experiencing or if I am missing a point.

I connected an external HDD but didn't start downloading to it. It seems the issue might be elsewhere. The comment suggests it happened recently, and I've tried different locations—London, Manchester, France, and now Ireland. The Irish service didn't work well, possibly due to staff being intoxicated. Paris is functional but not perfect.
