I own a Plex server on my main desktop that functioned well at home. Recently I moved to college and due to security policies they restrict port forwarding. Previously I relied on VPNs for Minecraft servers, so I tried Proton VPN. I have full access and used its port forwarding feature; several ports support Plex but the server itself remains accessible outside the network intermittently. Sometimes it works for a few minutes to an hour, but then it stops. Even when the server shows external access, it doesn’t last long. If anyone has more details or assistance, it would be helpful.

Yes, clients can access Plex using its native features without needing a VPN. (Both your server and client devices are connected via the same Plex account.)

It depends on whether Plex has the relay enabled, which restricts the resolution to 480p. I switched it off. At home everyone can join using the same Plex account. Without the VPN, it won't function in the college since all ports are blocked.
