Have you attempted to re-download your ISO? I suggest trying a different machine to download it and store it on a flash drive. Based on my experience, similar problems often get fixed by using another computer with a freshly downloaded ISO. It’s also wise to opt for community/torrent files instead of the provided mirrors.

I don’t have a second machine, so I’m testing your torrent concept now. I’m checking version 17.10 just in case it’s an update to 18.04.

Consider RedHat, Arch, or any non-Debian distribution. If these cause identical issues, discard the system

But Ubuntu is the only option that can boot from USB, and I'm not very comfortable with Debian-based commands.
