Check the CPU activity. It looks like the Pi isn't performing well enough for your requirements.

It should handle running MC well with a 32-bit OS, which can support up to 4GB of memory. If you're using mods, you might need more—around 6 to 8GB for newer and larger packs, even the lighter ones now require about 4 to 6GB. The issue could also be due to slow internet speeds, but that's less likely.

I wouldn't suggest using a Raspberry Pi for a Minecraft server. The game consumes a lot of CPU and RAM.
