Set up a new partition as shared storage for all users. Establish a group called shares_storage_1 and grant access to every user in that partition. Transfer ownership of the entire partition to shares_storage_1 and apply the strict permissions (770). If additional shared space is required, expand partitions and groups accordingly. Avoid linking home folders to this setup.
