Looking at the options, I'm considering whether a 3200MHz/CL16 kit would be preferable to a 3600MHz/CL18 setup.

they are both decent options. However, the build you choose should provide more RAM. The 3600mhz cl16 is not that impressive. Both of these RAMs fit a lower budget you currently have. The Trident Z Neo RGB 32GB with 3600mhz is quite affordable and offers decent performance. I wouldn’t pick either of them. You’ll get much better results with the 3600mhz cl16 or 3200mhz cl14.

3200Mhz@CL16 and 3600Mhz@CL18 perform similarly. Some users face issues with Corsair memory reaching its potential on the X570, making G.Skill a viable option.
