I'm setting up a dual Xeon rig for a personal project. It runs Vista Home Premium 64-bit fine, but I discovered via CPU-Z that only one core is active. I searched online and found a mention that it works best with either Vista Ultimate or Enterprise versions. Is that accurate? Also, the system includes an Irwinale 2.8GHz processor, an GTX 730 graphics card, 3GB of DDR2 ECC RAM (I plan to upgrade later), and a Super X6DVG-E2 motherboard.

Windows 7 Professional, Enterprise, and Ultimate support dual physical processors. It seems similar applies to Vista.

Or go for Linux, it works fine, just doesn't run on Windows—probably a plus with Xeons.

Ensure you have the latest professional version of the operating system to enable dual-core CPUs. Home versions won't function properly, as this limitation has persisted since Windows 98.

To utilize the dual processors, you must have Windows 10 Pro, Education, or Enterprise. If you require a non-Windows system, such as Linux, BSD, or OS X, you are permitted to use those alternatives.
