The Tomahawk likely edges out slightly, but both deliver great results—choose based on your I/O needs and aesthetic preferences. Other options in the C tier at the VRM level tend to match well, such as most MSI ATX B450 boards, most Asrock B550 boards (avoiding the Phantom 4 due to underwhelming heatsinks), and most mid-range and mATX Gigabyte B550 boards (excluding the DS3H).

Regarding CPUs, the R7 3700X is often criticized as overkill; for your needs, an i5 11400 would be more suitable. Since gaming isn’t your main focus, you’ll likely build apps with Android Studio and run emulators. You’ll also play AAA single-player games.
