I attempted to run an R9 290 with my old LGA1155 but faced issues. My cousin mentioned he has an older LGA1150 with H81 chipset. I purchased a Xeon E3-1230 V2 for the LGA1155, but it doesn’t seem to fit now, so I’ll return it. Do you know if an LGA1150 can replace the E3-1230 V2? It’s 4 cores, 8 threads, and I bought it for $35. Could there be a compatible option in that range for an LGA1150? Also, if the R9 290 works on it, I borrowed an LGA1150 i3 for testing and need to bring it back.

The GPU isn't functioning on the 1155 board, so it could be a faulty board or a defective GPU. Are you certain the graphics card is actually working, or did you purchase it used as well?

The GPU performs well with the newer generation motherboard (ASRock B450M Pro4), while other cards function on the older boards I own—specifically the Intel DH61WW and Gigabyte GA-H61M-D2-B3 revision 1.0.
