Other titles that come to mind include Planet Coaster, Kingdoms and Castles, This Is The Police, Punch Club, Sheltered, Slime Rancher, Farming Simulators, PC Building Simulator, Fallout Shelter, and my personal favorite Craft The World. These games fit the description you provided. I completely agree with most Sims titles. I really enjoy The Sims 2—it's a must-play if you haven't tried it before. It's especially worth revisiting if you've missed it in the past. The Sims 3 could be more approachable for newer players, especially when older versions feel dated.

Aven Colony seems appealing, not too tough—possibly even a darker version of Stellaris like Polaris Sector. I wouldn’t want to label it simple. The railway empire might be manageable in the early stages.
