You can actually use Windows 10 without paying for it, though 15 dollars seems reasonable.

Avoid using Win7 entirely and install the unactivated Win10 version from Microsoft’s official site. Adjust your account settings and ignore any prompts.

It's for a brand-new PC, and I'm not sure yet. I think I'll look it up, at least the Amazon listing seems like a good choice.

There seems to be an issue here. You're looking for a Windows 10 PC, but the upgrade from 7 to 10 is no longer valid. That's understandable. No worries.
