If this were my rig, I'd obviously upgrade the CPU/platform first.
Since you're already on AM4 though, you might as well just upgrade the CPU to a Ryzen 7 5800X3D. I think your motherboard has beefy enough VRMs to handle this. Unless you really need the features of a higher end chipset such as B550 or X570, or want to upgrade the entire platform to AM5, I see no reason to change it.
I'd say your RAM is fine, but Ryzen is really not a fan of Corsair Vengeance RAM, I have tried it in multiple rigs and have always had issues. I suggest you get Kingston Fury Beast RGB memory instead.
Upgrading the cooler might not even be necessary, but if you do want to uprgade it, a Be Quiet! Dark Rock Pro 4 is an amazing cooler especially for the price. Am considering it for my 5950x.
Then you'll also want to upgrade your GPU, and the GPU you suggested will work very well for this.
I think a 13600KF would be a bit underpowered for it though, but it should go very well with a 5800X3D.

The 13600k and the 5800x3d perform quite similarly in gaming. The 13600k offers more cores overall, giving it a slight edge over the 5800x3d in most other scenarios. It's a tricky choice, but definitely worth considering.
Savings should be made with the 5800x3d to preserve your current hardware.
Sure, just to clarify, Max is quite strong and works with any AM4 CPU.
Yeah, at this stage I’m mainly considering swapping just the CPU and GPU, as it would provide most of the improvement at roughly half the cost. It also lets me keep using my existing parts for another 3 to 5 years, which is ideal.
Right now, the plan is to get a 5800X3D and possibly a Gigabyte AERO OC 4070 (since it looks good and performs well; the Asus TUF is another option).
What kind of problems have you experienced with the RAM? I began with 8 x2 and added two more later, and so far I haven’t encountered any issues. There were some crashes because of dust in the GPU, but those were mostly unrelated—just cleaned out each time by removing the GPU. Could you share more details about this situation? That would help me understand what to watch for.
Unfortunately, the Dark Rock Pro 4 is around $250 right now... It’s tough living in a third-world country, but I can find the Thermalright Peerless Assassin and Deepcool AK620 for about $65 each, and the Noctua NH-D15 for roughly $100. I think either of the first two should be sufficient.
If I manage to cut my budget by half while still getting around 90-95% of the gaming performance, the 5800X3D seems like a solid choice. Honestly, my R5 3500 works fine for non-gaming tasks, so I’m unlikely to need the upgrade even with the 13600K model.

Any money saved could go to a nice mouse/keyboard combo, if you don't already have them.

Well, it looks like the 5800X3D is no longer accessible in India, with most websites out of stock except for Amazon, which is aggressively pricing at INR 48k / $585. Are there alternative choices you could consider without a complete overhaul?
Also, @Lucky_SLS, do you have any knowledge of other online platforms that might carry it? It seems unavailable at stores like MD Computers, Vedant, Prime ABGB, etc.
Vedant mentions it will arrive soon. Wouldn't it be better to reach out and inquire about the estimated time of arrival? There are also other options like theitdepot.com, compify.in, pcstudio.in.
Hey everyone, just to drop an update on this one, everything somehow worked out, and I managed to get my hands on a 5800X3D. With that, I upgraded the GPU (to an Asus TUF 7800 XT, figured it was better value than the 4070) and the cooler (to a Deepcool AK620). Overall, it seems pretty good so far, although I'll be testing it extensively over the next couple of days. Thank you all for your help! Here's what it looks like:
