It's accurate that it's a retail license. If it's an OEM, it's tied to that specific machine and can't be used again. When the key mentioned belongs to Dell, it confirms it's an OEM license.

I haven't encountered this before, not even with OEM keys. I actually tried using an OEM key from a previous computer to unlock another one.

It's unusual I haven't been able to restore an old OEM license. Perhaps it's still possible. I'll give it another shot next time. Appreciate the details.
