It might simply be Explorer trying to explore. Recently I needed to reset all settings because the program couldn't recall folder views. If you don’t have access, just create the registry entry. Launch the command prompt with admin rights and enter the provided command. This should update the settings immediately after restarting. Let me know if it works.
