Sure, you can reinstall everything on the second drive without moving the games and programs there. Just place them back in order after formatting the SSD.

Usually you must reinstall because some registry entries are required for the programs to work.

You don't require those external links for most applications. In reality, Steam will handle everything automatically on the first launch, and you’ll only need to add specific tools later, such as the Visual C++ Redistributable, if you want to play certain games.

Certain applications should function. Others may not work and need a fresh install. It’s suggested to save user preferences on the OS disk to assist.
