everything should function properly then. are you connecting with a PCIE power cable that has a pig tail? one cable or two? using a pigtailed cable might not provide enough power to your card, so two cables could be better. depending on the model, the PSU can only supply about 250 watts through one PCIE cable, while each 8-pin connector delivers around 150 watts. issues may appear in various ways.

The card features just one 8-pin connector, so it requires only a single cable. Your 2070 used an 8-pin plus 6-pin connector, but you connected it with a pigtail and two separate PCIE power cables without any issues.

Yes, it seems related to the port. The one connected to the main DP (the left of the HMDI) is functioning immediately. After swapping the card for a new one, the port shouldn't be faulty. I've seen online that sometimes cards have compatibility problems. You might want to test another MSI model that fits your motherboard.
