Hey there! A season pass is a bundle that includes all the DLC released up to a certain point. It gives you access to everything that’s been announced so far, not just what’s coming next. You'll find all previous and upcoming DLC available during that season. The reason I mention "within that season" is that Rainbow Six Siege now offers a Season 2 DLC, so players who have the Season 1 version will need to obtain the new content. This applies more to Fallout than I believe, though I'm not an expert on F4 DLC. Just check out the current packs and see if you want to purchase specific items or everything, because I think a season pass is likely discounted at some retailers.

After all DLC becomes available, a season pass may offer better value compared to purchasing each item separately (I’m unsure if Fallout 4’s pass is fully finished, just aiming for general advice).

Scam is a very unpleasant term. "Marketing trick" sounds somewhat milder. "Heads Geben, Tails Lose" likely captures it best.
