I found it! I assumed it was a new video but it’s actually a 2019 stream (he mentions the game starts at 1:21:40). It’s CrossCode. Here’s the Steam link:

I downloaded the game to my PlayStation and it's really fun. Strongly suggest it to anyone who misses Super Nintendo RPGs.
