Hello, my brother has a 3-year-old PC and wants to overclock the CPU and GPU. He needs recommendations for a PSU and cooler. He plans to purchase the following: a Corsair CX 650M 80+ bronze modular ATX PSU and a Deepcool cooler.

I'm not sure about the cooler, but as long as it matches the AM3+ socket and fits the fan opening in your case, you should be okay. (link doesn't work for me, hehe)
The PSU is also fine. It's not as efficient—more on your electricity bill—but it provides enough wattage and is of decent quality.
