You might consider a ~100$ used 7th generation business computer without a graphics card. It could offer better performance overall and would cost around $125. What’s your spending range for an upgrade?

That explains why your setup might be limited. If you mainly use it for basic browsing, a mid-range GPU like the GT 1030 or GT 1010 could work well for video playback. However, considering its age, it may not meet current performance needs. Modern computers offer better support and efficiency. Let me know your location and budget so I can suggest more suitable options.

I aim to maintain this machine as long as possible—it functions perfectly, though watching videos remains a challenge. I’m looking for affordable upgrades, ideally under $50, so I can improve it without overspending.

Your GPU isn't able to handle hardware decoding, which means your Core 2 Quad is handling video decoding with the CPU. I really like Core 2 Quad systems—I'm actually using a Q9300 laptop—but you might want to think about upgrading to a stronger CPU.

In technical terms, the optimal choice would be an affordable Intel Arc A380. Your setup won't handle resizable bars well, which is often a point of contention among users, though that's more relevant for gaming. It supports PCIe 4.0, which could cause compatibility issues with older PCIe 3.0 hardware—though that's uncertain. The A380 features an AV1 capable encoder, a maximum power draw of 75W, and 6GB of VRAM. I’m expecting one soon for use in my home theater, paired with a GT1030 since it relies on a 3950x chip (needs a dedicated GPU). Currently, it has a GT1030 because it runs off a 3950x, which requires a dGPU. ASRock Challenger Arc A380 Video Card is available at Newegg for $120USD—considered a poor deal given its capabilities. It’s the most cost-effective dedicated encoder GPU with four display outputs, though you’ll likely need to pay more for additional features.

Add the H264ify plugin for your browser, then monitor your CPU usage. It resolved the high usage issue with your i7 4790K, letting you stream YouTube while playing games on another screen. Now everything runs smoothly again. H264ify

You're suggesting that 1010/1030 will suffice for 1080p. Your motherboard uses socket 775, so the only CPU options are Core 2 Extreme models. You're questioning whether performance will improve significantly and believe your issue might be a weaker GPU.

It's a bit of a weak point, but your GPU doesn't handle the format YouTube uses. The extension helps make it work. It's not just a weak GPU issue—it's more about the hardware being outdated. This extension is free and much more affordable than upgrading or buying a new system.

Spending 50 bucks on that box is a waste of money, and 100ish bucks will get you a dramatically faster, and better, computer. There is such a thing as "it's too damned old, let it die." and in PCs 15 years is def that.
