OP wanted prices below $40 ideally, and even in the EU it's under 40EUR, so assumed it'd still be reasonable at $45—it's not a big jump. A $20 tower cooler would suffice, though the TR Assassin doesn't appear to be available in Sweden.

Pure Rock Slim 2 is a 135mm single tower air cooler priced around $32 with shipping. The Arctic Freezer 7 X offers another cooling option at a lower price point. Most recommended models tend to be quieter than Xilence, though the heatpipe design here isn't as strong as the three-heatpipe version in the Pure Rock line. I'm not entirely sure about the placement of the CPU under the IHS, but it seems less ideal compared to other designs.

Quiet depends on adjusting the fan curve settings. Simply using a cooler and relying on the default curve doesn’t guarantee good results. You control the noise level. Regarding products, there are numerous recommendations in this discussion.
