I bought it and it mentioned an original price that had been reduced, confirmed as a genuine key from the Windows site, allowing me to download my 8.1 Pro right away

It was just a test, not too confident since it only showed 8.1 before working now. I’ve got the new OS for my latest build.

It feels a bit questionable in fairness. I recall when Windows 7 had some individuals offering cheap key sales. They would activate the software, but eventually they stopped working because Microsoft revoked their activation rights. It gives the same impression to me.
