I'm using a Gigabyte X870E Arous Pro Ice with my 9800X3D for around six months now. Everything seems normal so far. Before this upgrade I had a Gigabyte Z390 Aorus Master running an i7-8086K, but that's been fine since 2018 except for some BIOS quirks. My Ryzen 5800X pairs well with a Gigabyte B550 Aorus Pro since the start—about four years now. It's been a bit of a COVID upgrade, but no issues. For most of the 200x and 201x era I've been an ASUS enthusiast, though prices have risen sharply. Paying extra for "ROG" chips didn't seem worth it; the ASUS ROG Hero was $549 while the Z390 was only $399. If you're using a X3D chip, avoid AsRock unless they actually solve the CPU problems.
The first board features a TUF gaming B650 with Wi-Fi and AM5 support, while the second is a desktop motherboard from the same brand.
B650E ensures PCI-E 5.0 X16 in the main port (like GPU slot). B650 supports PCI-E 4.0 X16 for the main port. B650E offers a M.2 slot from the CPU that is PCI-E 5.0 X4, while the CPU's M.2 slot is PCI-E 4.0 X4; the 5.0 version is optional. In the comparison between TUF B650E-E and B650-E, both have PCI-E 5.0 in the main slot. The primary PCI-E X16 port runs 4.0 on B650 and 5.0 on B650E, matching AMD specifications. As noted by @y0ur5h4d0w, the VRM is upgraded—both feature 8+2+1 phases. For a $30 price gap, opting for the TUF B650E-E makes sense. If it exceeds $50, it might not be worth it.
