Searching in Windows has been a challenge since the XP era. Consider using a third-party tool such as "Everything" or "UltraSearch" (my preferred option) to replace the outdated built-in search.

Is the system completely refreshed? In July there was a patch that disrupted the search index on certain platforms. We resolved it about a month later. Verify your update settings aren’t limited only to security patches, since these issues typically require broader fixes.

If it's a roaming profile, you might attempt to remove the profile by deleting its registry entry while logged in as admin locally (such as HKLM>software>microsoft>windows NT>user profile, keeping only admin entries). Restart the machine and log in again so it caches the changes. Could you try logging in as system/admin locally? If that works, the search should be user-specific. Otherwise, consider running Windows Repair AIO or an SFC scan.
