The search bar in Windows only functions when you enable the Touch Keyboard and Handwriting Panel service via Services.msc. I've attempted standard solutions, but none resolved the issue.

It seems there might be some issues with the operating system. Have you attempted using sfc scannow to check for problems? If that doesn't resolve it, consider reinstalling Windows or at least updating it.
