I don't know of any tools for this, but you might explore programming libraries or software that handle similar tasks.

Yes, there are additional Windows PCs connected to the same local network. Windows handles this automatically by default.

Off hand no. The Windows Update Catalog is enormous, making it challenging to store only what you truly need for each system. Microsoft already distributes Delta installers through Windows Updates for certain systems. Other platforms will receive a complete software package download. Ideally at a LAN, one person downloading an update for Windows 10 or Windows 11—including Windows Defender updates—will store it for everyone else. Others can then download any additional data and save system-specific items such as drivers or extra bundles.

I'm familiar with Windows 10 Pro. You can configure a PC to act as a local update cache, but this applies mainly when using multiple machines with identical settings. Otherwise, it may not be worthwhile.

It's possible to handle that. Windows also supports peer-to-peer updates, meaning other computers can install updates without relying on a cache.

In theory it could work, yet I haven't observed it directly connecting to another Windows machine on the local network myself.
