ePSXe is a solid PS1 emulator. Running games online isn't allowed, even if you own the console and the title, according to what I know.

There aren't strict legal limits on emulation. It's not prohibited, but it can be tricky. Just use your own games you own and the console you have, and you should be okay.

I wasn't aiming to seem dismissive, but downloading a free version of a game does count as piracy. It's a tricky situation, though—since the companies that made these games wouldn't profit from selling copies, it's more of a gray area.
