Unless your friend is ready to play at low resolution, it seems unlikely what you need is available at that cost. You seem to be targeting Intel HD graphics or an APU with R5 graphics, both of which aren't especially suited for high-quality gaming at 1080p.

Uncertain about it. Haven’t played GTA V on a laptop before, though I understand the needs for a desktop version. Most affordable laptops don’t handle those specs well.
