It likely happened because I just clicked on something, which opened a menu with two choices—move and close. When I pressed close, nothing happened, so I shifted it to a less visible spot.

It seems like a background program is running, likely because the taskbar forces everything to move up. When you drag it down, the programs don’t return automatically. To confirm, open the Start menu, right-click "MSConfig," go to the General tab, choose Diagnostic startup, restart your computer, and it should only run essential tasks. If the white bar disappears, it means a program is active in the background. Return to MSConfig, select Normal startup, and restart again. Let me know if this resolves the issue.
