I would start with the simple fixes first... 1. Reinstall drivers 2. Reconnect all components to the motherboard (sometimes helps because of bad connections) 3. Restart the computer? (It seems basic, but many people skip it and it usually resolves problems) 4. Clear overclock settings (if any exist)

tried 2nd and 3rd settings but they don’t work. reinstalling drivers isn’t an option since I’m not using it. temperature on afk is 30-35 when load is 60-80, heavier it gets, reaching a max of 88. if you have any other ideas, let me know! anything could help. thanks!

I checked with a GTX 1050 Ti and it seems there are no issues. Could your GPU be overclocked? The 980 Ti reference might be a bit confusing.
