I have a second screen positioned vertically for using Discord, Spotify, and YouTube. On YouTube videos, you notice screen tearing around one third of the way down near the bottom. I've tried removing drivers and reinstalling them, but it didn't solve the issue. I'm unsure what to do next. My main monitor usually shows minor tearing only at low frame rates. The second monitor is 1080p while my main is 1440p. I use DSR factors to match sizes so windows resize smoothly and look better. I thought adding this might help since I wasn't sure if it would affect the tearing. The second monitor connects via HDMI, but the monitor's display port was damaged when I received it, which could be related.

Have you experimented with another cable? Does the issue persist without dsr factors? Have you considered turning off the Multiplane Overlay MPO?
