It shouldn't involve any kind of screen tearing. I don't think a capture card adds value, just use OBS. Elgato is not only for consoles, it's mainly used for other purposes.

Well, a capture card isn't essential when you have a strong CPU. Most high-end and mid-range systems handle the job well.
Currently, the preferred choice for game streaming is the Ryzen 7 2700X, so if that's available, I'd opt for it.

since that's the situation, your setup should work well for streaming. However, for optimal gaming and streaming speed, simultaneous multithreading is essential. At the moment, the i7-8700k or i9-9900k are the best options.
