You can't start in safe mode, it fails during repairs, but if you can boot normally, you might be able to resolve the issue. You can also access BIOS settings.

If you're starting up in Windows and have the chance, perform CPU, RAM, or GPU tests to identify the source of errors. Tools like prime95, occt, or hwinfo can help check voltage levels. But if you're unable to boot, consider reducing RAM speed or testing XMP mode for the CPU.
