I also find this odd, but CB has never displayed my OC's. I only create my own character on a dedicated rig, so perhaps that’s the reason? I let Ryzen run at default settings, but my CB only shows the base clock, not the OC. The results still match the OC.
Everyone is performing at full capacity, but I ended up with a score of 3890 this time. That’s still roughly 300 points behind the results others have achieved...
CINEBENCH is either pre-installed or being launched directly from the .EXE file. When you install it, it identifies your processor speed. Running it just with the .EXE shows no installation and still displays a stock 3.4GHz setting despite knowing you're at 4.2GHz under specific conditions. All monitoring tools confirm 4.2GHz, while System Information lists 3.4GHz. It seems the setup process might be affecting the displayed information.
It's unique to simply having your memory installed, which works differently from others. Adjusting my memory and fine-tuning the timing brought me close to a perfect score of 150 points. Also, the CB20 displays my Ryzen 2600 overclock during testing.
