A solid 60 fps range works well for games such as TF2, Dirt Rally, and Minecraft. For video editing, a frame rate between 24–30 fps is often ideal for smooth playback. In post-production, a frame rate around 24 fps is typically best for editing clarity.

Estimating the numbers is tricky, but perhaps 3000 to 4000 firestrike outcomes? Uncertain at this point.

It would likely be simpler to request the specific card for those games, then you could leverage that data to explore the outcomes of 3D Mark with that card.

I just tested mine at 900p and it scored 10395. A "Gaming PC" usually hits around 8764, but for those kinds of games I’d expect something near 6000 or higher. It looks like the "Gaming Laptop(2013)" only got 3300, so even 4000 should be acceptable.

They seem to work well on almost anything because they’re not too demanding. A 750ti or R9 260x would fit nicely. I’m not familiar with Dirt Rally, so I can’t say much about it.
