I attempt this, yet my external HDD halts completely at zero bytes per second and the directory spans 153 gigabytes.

This appears to stem from an external hard drive issue rather than a direct problem with Steam. You shouldn't face difficulties transferring or saving files to/from the disk, and any problems would be more significant than needing to re-download your games.
